Loading states

Skeleton placeholders shaped like the content that is coming, so the page does not jump when it arrives. Surveyed from Family Hub and JobSpace (see docs/SCOPE.md, Phase 18). The skeleton is decorative: the region carries aria-busy and a status line says when it starts and finishes loading, so a screen reader hears what a sighted person sees. The shimmer stops under reduced motion.
